Can I look at the content of a course in Moodle without enrolling in the course?

Answer #1Generally, no. It is possible to set up a Moodle course to allow guest access, but this is rare and guests can not participate in activities. External users to Glasgow University Moodle courses and programmes can be given a manual ID account that authenticates their user information and details appropriately.
Answer #2Yes, we can view all courses without enrolling, actually we have a permision having name participating in course without enrollment
For this just create one new role replicate of learner or student and assign system context in the edit setting and then allow the above role
Now u can assign that role by using assign system role, to any user
